Russia and China Preparing High-Tech Cooperation at Summit

June 20, 2016 (EIRNS)—Russian Deputy Prime Minister Dmitry Rogozin and Chinese Vice Premier Wang Yang have been meeting in Huangshan in China’s Anhui Province since June 19, preparing for the upcoming official state visit to China by President Putin. Putin will arrive in China on June 25, following the Tashkent summit of the Shanghai Cooperation Organization (SCO) which takes place on June 23-24.

Rogozin and Wang Yang are leading the Russian-Chinese intergovernmental Commission session, where a number of bilateral high-technology agreements are being completed in time to be signed at the state visit by Putin. One crucial agreement is an intellectual property deal, covering space technology. China is looking to purchase Russian RD-180 engines, and Russia is seeking Chinese micro-radio technology vital to Russia’s space program. aAnother big agreement on the table is n $11 billion stake in Russia’s oil giant Rosneft, which Putin wants to sell to China and India. This would give the two BRICS nations a total 19.5 percent stake in the Russian oil company, which is increasing exports to the Asian market. China and India are also two of the biggest energy consumers in the world, with continuing growth in energy needs.

President Putin has a busy week, coming out of last weekend’s St. Petersburg International Economic Forum. He is meeting today in St. Petersburg with the Presidents of Armenia and Azerbaijan, where he will be pressing for a non-military solution to the Nagorno-Karabakh crisis. He is meeting separately with the two leaders and then will host them for a trilateral lunch. Thursday he goes to Tashkent, Uzbekistan, for the SCO summit, and then travels on to China for the official state visit with Xi Jinping. Somewhere in that same time frame, according to some reports, there will be a meeting of the Normandy Four heads of state, to push for further implementation of the Minsk II accords on Ukraine.
