Hamilton’s America Revived in New York

April 20—The 15 nations represented at Executive Intelligence Review’s New York City April 16 seminar, held to officially release the EIR Special Report, The New Silk Road Becomes the World Land-Bridge, heard two presentations that were completely outside of, not only the stated and implied policies of the Obama/Bush "unitary executive" administrations. The ideas of the "double-barrelled" presentations—the keynote by Helga Zepp-LaRouche, and the ground-breaking presentation by LaRouche "Basement Team" member Ben Deniston—each of which presented ideas unique in the participants’ experience of "policy briefings"—were also "outside of" most of those nations’ own then-present evaluations of international policy.

That is, unfortunately for the moment, as it should be. "The content of policy," EIR founder Lyndon LaRouche once wrote, "is the method by which it is made." The method presented at the seminar, and the resultant policy conclusions summarized in that report, resurrect the scientific method of discovery of Johannes Kepler, and that of the American System economist, founding father, and co-author of the U.S. Constitution, Alexander Hamilton. Economic policy today demands mastery of both Kepler and Hamilton, as the prerequisite to knowing how to lead the world away from an otherwise sure path to thermonuclear extinction.

Toward the conclusion of her presentation, a tour d’horizon of the nearly unknown "New World" of economic development treaties and actions by the BRICS nations (Brazil, Russia, India, China, and South Africa), Zepp-LaRouche warned: "I believe that we have come to a point in human history, where either we bring the political and economic order into cohesion with the real laws of the universe, of the physical universe, or we are threatened to render ourselves extinct in a nuclear annihilation. However, I think that in all great traditions, you have this idea that the laws of the universe must be a guidance for our political order on the planet."

Deniston’s refutation of the population-reducing, fascist content of California Governor Jerry Brown’s "water conservation policy"—that is, Brown’s explicitly stated belief that the "natural population carrying capacity" of California is somewhere around 300,000 people, instead of the nearly 39 million there ("Jerry Brownshirt’s" own bizarre advocacy of the interests of the 1% over the 99%)—specifically introduced the seminar audience to the "solar hypothesis" of scientist Johannes Kepler in order to prove that there could be no water shortage in California, or the United States, or anywhere else in the world, for that matter.

Willful, deliberate "climate change" by mankind, utilizing ionization technologies, nuclear desalination, and other methods, must and should occur, based on first understanding the solar and extra-solar processes that actually co-generate both the Earth’s atmosphere and water production. Studying the higher, galactic-scale processes that determine the relationship between the solar/extra-solar ("cosmic radiation") origins of the Earth’s atmosphere, and the presence of water on the more than ten other planetary bodies that are known or thought to have it, is the path to prevent human extinction.

World Water, Not World War

From the inception of the American Republic, the creation and utilization not merely of water, but of water power, including the electrodynamics of water power, had shaped, if not determined, the political policies of Benjamin Franklin, George Washington, and Alexander Hamilton and their anti-Articles of Confederation faction.

Franklin’s electricity experiments, Washington’s Potomac Company, and Washington/Hamilton’s joint project to develop the Paterson, N.J. waterfalls through their Society for Useful Manufactures machine complex—not to mention the Erie Canal, the American "Apollo Project" of the 1780s through 1820s—were the expressions of a science of physical economy that sought to deploy the wealth of the nation as a single, unified national weapon, on behalf of the General Welfare of each and all citizens of the republic.

Hamilton’s National Bank, and the U.S. Treasury’s issuance of public credit for internal improvements, were the engines intended to foster, increase, and multiply the creative powers of each citizen to thus be, in the words of a contemporary,"more powerful than any monarch, yet with no subjects, save his own nature."

But water, Zepp-LaRouche reminded the New York seminar, is not "an American problem." The drought areas of Africa, Asia, etc., provide the perfect means for a new global economic platform of development, where the interiors of continents are developed for the first time in history, greening deserts around the world. The very idea of moving water from the atmosphere, that primarily falls over the oceans, onto land, and of harnessing the secrets of science to temper the climate system of the planet, is an expression of the idea of universal harmony that Kepler and the great Nicholas of Cusa had advocated.

By thinking of the strategic defense of the Earth, and the greatest capabilities of each nation being recruited to that universal self-interest, mankind were made capable of rising out of its adolescence into a true age of history, rather than remaining in slavery to nature or its own lower inclinations. "War against deserts, yes, but not against people."

The "secret," hiding-in-plain-sight, true history and outlook of the United States Constitution, which shows the BRICS process to be identical with our nation’s true interests, is incommensurate with the, not merely moronic, but "Neronic" policy of the present Obama Administration, and its earlier incarnation as the Cheney-Bush Administrations of 2001-09—the "Bum and Bummer" twin-worst Presidencies in American history.

The BRICS Revive Physical-Economy

Zepp-LaRouche had implicitly discussed this difference, and also revealed a surprising "hidden truth" about China’s "New Silk Road" policy, in Beijing in February of last year, in a half-hour interview with CCTV on the program "Dialogue," hosted by anchor Yang Rui.

Yang: What’s the relevance between Abraham Lincoln and the New Silk Road?

Zepp-LaRouche: Well, because it is a system of physical-economy. Nowadays, we are thinking very much in monetarist terms. People think about profit, and that has led the world to its present terrible crisis of a threatened collapse of the financial system. And we have to go back to the idea of physical-economy, which is associated with the industrial revolution of America, which was the result of the policies of Lincoln, who also created a land-bridge across America.

The excitement generated by the seminar presentations was noticeable in the discussion, and in the coverage of the event afterwards. China’s Xinhua Press News Agency put out a wire which was reproduced in other media in India and other nations. It read, in part:

"The BRICS nations ... have united to pursue a policy of economic development not just for their individual countries, but for the benefit of the people of all nations," said the Schiller Institute, a think tank with headquarters both in Germany and U.S., in a report released here at a seminar.

Contrary to the Trans-Pacific Partnership advocated by the Obama administration, which excludes Russia and China, the BRICS-related initiatives, including the Chinese proposed Free Trade Area of Asia and the Pacific are inclusive, the think tank said. At the seminar, Helga Zepp-LaRouche, the think tank’s founder, spoke highly of the BRICS, saying the emerging-market bloc "initiated a completely new economic system" which is win-win in nature. In blazing a trail to build the new world economic order, the nations of the BRICS are working toward real economic development, complete with new credit institutions and major high-technology projects to lift the well-being of all participating countries, the founder said.

Alexander Hamilton’s America—not that of the Confederacy, and that distinctive brand of Southern-fried fascism that Wall Street’s Prescott Bush and the Bush family, along with Barack Obama, have represented in an unbroken line for 100 years—is once again alive, and aroused in the citizenry. Whether it will prevail, for the world is now the question before our age.
